DBP, CamSur ink ₱3.5-B term loan facility
The Development Bank of the Philippines (DBP) and the Provincial Government of Camarines Sur have inked a P3.5-billion loan deal that will finance priority development projects in a bid to boost economic growth in the Bicol region.
The agreement, under the Assistance for Economic and Social Development (ASENSO) for LGUs Financing Program, will bankroll 112 projects in Camarines Sur including the construction of healthcare facilities, hospitals, school buildings, roads, and agricultural facilities.
“DBP takes pride in assisting the Camarines Sur provincial government in projects that will improve the lives of Camarinenses — from strengthening infrastructure and improving healthcare delivery, to fostering education and expanding access to essential social services and livelihood opportunties,” DBP president and chief executive officer Michael de Jesus said in a statement.
De Jesus said the DBP is also looking into similar partnerships with other LGUs after approving over P165-billion worth of loans for 451 borrowers under the ASENSO program as of end-November 2025.
“DBP continues to recognize and fully support initiatives that seek to maintain or even accelerate the momentum in local development while ensuring that communities continue to thrive and evolve,” he added.Under its charter, the DBP is mandated to actively support projects and programs that are aligned with the national government’s priority development programs and inclusive growth initiatives.
Its development initiatives are primarily directed at supporting growth in priority sectors such as infrastructure and logistics, environment, social services and community development, and small and medium enterprises —VAL, GMA Integrated News
