BCDA taps joint venture for P206.9-million Clark Airport runway project

The Bases Conversion and Development Authority (BCDA) has chosen the joint venture of Schema Konsult Inc. and South Korea-based Yooshin Engineering Corp. to handle the P206.9-million detailed engineering design for Clark International Airport’s (CRK) second runway.

According to the BCDA, the design phase is targeted for completion by the second quarter of 2027, after which a separate bidding process for the construction will be conducted. The new runway is expected to be operational by the fourth quarter of 2029.

The additional runway will serve as a backup to the main runway in event of operational disruption or unavailability, and support increasing demand from logistics carriers and improve overall efficiency of the CRK, which served 2.75 million passengers in 2025.

“By building a second runway, we are taking a significant step toward strengthening CRK’s operational resilience and long-term capacity,” BCDA president and chief executive officer Joshua Bingcang said in a statement.

“This development will build in redundancy to ensure uninterrupted operations, minimize the risk of disruption, and enhance Clark’s competitiveness as a premier logistics and aviation hub,” he added.

Bingcang in February said two major logistics firms are set to expand their operations in CRK within the year—Lufthansa Technik, with $400 million in investments to expand its operations by an initial 15 hectares; and FedEx, with an $80-million building that will span some 80,000 square meters.

“This development will benefit Clark and the wide Central Luzon region by enhancing connectivity for locators and businesses, while also generating more employment opportunities for the local communities as airport and related support services expand,” he said.

The BCDA is mandated to help strengthen the Armed Forces of the Philippines (AFP) while building cities. It also engages in public-private partnerships to boost public infrastructure such as tollways, airports, seaports, and major real estate developments. — BM, GMA News
