EO allows use of energy funds for Palace-endorsed programs

President Gloria Macapagal-Arroyo has authorized the Budget department to release funds from a special account of the Energy department to be used for purposes identified by her office. Under Executive Order 848, the money — first allocated for energy exploration programs of the government— may now be used by agencies in charge of programs identified by the Palace. The budget in question, a special account in the general fund, comes from fees paid by companies awarded with power-related service contracts. Under the order, which Mrs. Arroyo issued on Oct. 13, the funds may only be released if the Treasury bureau has certified its availability.
