Winning bidder for south Metro Manila terminal known Tuesday

The Department of Transportation of Communications (DOTC) will announce Tuesday the winning proponent for the Integrated Transport System (ITS)-Southwest Terminal project, transportation officials said.
The agency opened financial bids for the P2.5 billion public-private partnership (PPP) project on Tuesday morning.
DOTC said Filinvest Land Inc. offered an annual grantor payment (AGP) of P650 million, while MWM Terminals -- the consortium of Megawide Construction Corp. and WM Property Management Inc. -- offered P100 million.
DOTC said AGPs are payments to be made by the government to the concessionaire.
"Lowest AGP wins, subject to evaluation of the bid," it said.
"We expect to do (announce the winning bidder) by the end of the day," DOTC Usec. Jose Perpetuo Lotilla told GMA News Online. Lotilla is the chairman of the special bids and awards committee.
DOTC spokesman Michael Arthur Sagcal said the agency would award the project to the winning bidder on Wednesday.
"The BAC will try to complete financial evaluation requirements within the day," Sagcal told GMA News Online.
"If they are able to this, we may be able to award the project as early as tomorrow, or if not, by next week," he said.
The PPP project involves the construction of passenger terminal buildings, arrival and departure bays, public information systems, ticketing and baggage handling facilities, and park-and-ride facilities in a 2.9-hectare property within the Coastal Road Terminal along the Manila-Cavite Expressway.
According to the PPP Center website, it will connect passengers coming from the Cavite side to other transport systems such as the future LRT Line 1 South Extension, city bus, taxi, and other public utility vehicles that are serving inner Metro Manila. —NB, GMA News
