Manila begins one-day business permit processing on July 22


Business permit applications in Manila will be processed in one day beginning Monday, July 22, after the city government established a "one-stop shop" for all business transactions in the Philippine capital.

Manila Mayor Francisco "Isko Moreno" Domagoso signed Executive Order No. 8, creating the “Business One Stop Shop” which would cater to business permit applications "in order to promote ease of doing business in the nation’s capital," according to a statement from the Manila City government.

EO No. 8 was in line with Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, the Manila city government said.

“This is one way of fulfilling our promise to Manileños that we will promote ease of doing business in the City of Manila,” Domagoso said.

“Dati, maghihintay ka pa ng pagkatagal-tagal bago makuha ang permit. Minsan, mga walong araw o humigit pa, ngayon, isang araw na lang makukuha mo na ang permit niyo.”

The Business One Stop Shop or BOSS, would reduce the processing time from eight days to one month and 11 steps, to just one day and about three steps.

BOSS was defined as a “single common site or location for Business Permits and Licensing System (BPLS) of an LGU (local government unit) to receive and process application, receive payments, and issue approve licenses, clearances, permits and authorizations.”

The receiving, processing and issuing of business permits and licenses “shall be made solely within BOSS as soon as practicable, in compliance with existing ordinances, issuances, rules and laws," the city government said.

“Towards this end, evaluation and improvement of transaction systems and procedures shall be made to conform with the new streamlined system.”

Aside from the Bureau of Permits and the License Division, also included in the one-stop shop were the City Treasury Cash Division, City Planing and Development office (CPDO) Zoning Division, City Engineering/Building Office including its Electrical Division, Manila Health Department, Electronic Data Processing (EDP), and other regulatory Offices. — DVM, GMA News
