DBM announces P5,000 performance incentive for gov't workers in 2025

The Department of Budget and Management (DBM) on Thursday said it has issued a circular on the continued grant of the Productivity Enhancement Incentive (PEI) for Fiscal Year 2025.

In a statement, the DBM said it issued Circular Letter (CL) No. 2025-13 advising all government agencies on the grant of the PEI this year.

Each qualified government employee is entitled to receive a uniform amount of P5,000, to be paid not earlier than December 15, 2025, in accordance with policies and guidelines prescribed under Budget Circular (BC) No. 2017-4. 

“We thank President Ferdinand R. Marcos Jr. for his approval, which enables the continued grant of the Productivity Enhancement Incentive. This reflects our shared commitment in recognizing performance, professionalism, and the vital role of public servants,” said DBM Acting Secretary Rolly Toledo.

The PEI covers civilian employees in the different national government agencies, state universities and colleges, government-owned or -controlled corporations under DBM, local government units, and local water districts, as well as military and uniformed personnel.

The Budget Department said the P9.24-billion funding requirement for the 2025 PEI of the qualified civilian employees and military and uniformed personnel in the national government has already been comprehensively released to agencies under the 2025 General Appropriations Act.

The issuance of CL No. 2025-13 ensures the continued grant of the PEI to improve productivity of government employees, according to the DBM.

The agency said the grant of the PEI shall follow the conditions under BC No. 2017-4, including service and performance requirements. 

Employees who have rendered less than four months of service may receive a prorated amount, subject to the guidelines under said BC.

The PEI has been granted annually since 2016 recognizing public service, sustaining employee morale, and encouraging productivity across the bureaucracy, the DBM said. —AOL, GMA Integrated News
