BSP appoints BPI executive Dino Gasmen as assistant governor for financial markets

The Bangko Sentral ng Pilipinas (BSP) has appointed BPI Treasurer and Global Markets head Dino Gasmen as assistant governor for financial markets effective January 18, 2027, placing him in charge of open market operations, foreign exchange policy implementation, and reserve management.

Gasmen will be onboarded at the BSP in a technical advisor capacity on November 3, 2026, to allow for a smooth transition before he takes over Senior Assistant Governor Edna Villa, who is set to retire on January 15, 2027.

Gasmen will join the central bank from the Bank of the Philippine Islands (BPI), where he is executive vice president, treasurer, and head of global markets. He also chairs the bank’s Asset and Liability Committee and is a member of its Management Committee.

He also spent 17 years with HSBC Global Markets, where he served as head of the Rates Trading Business in the Philippines, Indonesia, Vietnam, and Sri Lanka, and head of the Balance Sheet Management for the Philippines.

Gasmen was also president of the Money Market Association of the Philippines in 2006 and ACI Financial Markets Association Philippines in 2018. He earned his Bachelor of Science in Electrical Engineering and Master of Business Administration degrees from the University of the Philippines Diliman.

“We will be pleased to welcome Dino to take on this critical role from Edna, one of the BSP’s most seasoned and outstanding leaders,” BSP Governor Eli Remolona Jr. said in an emailed statement.

“We thank Edna for agreeing to a brief extension to ensure a smooth transition,” he added.

Villa has been with the BSP for over 40 years. She served as chief of staff to two BSP Governors, alternate executive director at the International Monetary Fund, and head of the Payments and Currency Development Sub-Sector and the International Monetary Affairs and Surveillance Sub-Sector. —LDF, GMA News
