DOLE issues pay guidelines for August holidays
The Department of Labor and Employment (DOLE) has set the guidelines for holiday pay in August.
August has two nationwide holidays: Ninoy Aquino Day on August 21, a special non-working day, and National Heroes Day on August 31, a regular holiday.
In Labor Advisory No. 13, Series of 2026, DOLE Secretary Francis Tolentino said employees who do not work on a regular holiday are still entitled to 100% of their daily wage.
Employees who work on National Heroes Day are entitled to 200% of their daily wage for the first eight hours of work.
If the regular holiday falls on an employee’s rest day and the employee works, they are entitled to an additional 30% of the holiday pay. The rate is computed as: Basic wage × 200% × 130%.
For overtime work on a regular holiday that also falls on an employee’s rest day, the employee should receive an additional 30% of the hourly rate for the day. The rate is computed as: Hourly rate of basic wage × 200% × 130% × 130% × number of overtime hours worked.
Meanwhile, since Ninoy Aquino Day is a special non-working holiday, the “no work, no pay” principle applies unless a favorable company policy or practice, or a collective bargaining agreement, provides otherwise.
Employees who work on the special non-working day are entitled to an additional 30% of their basic wage for the first eight hours of work.
Overtime work on a special non-working day is compensated with an additional 30% of the hourly rate for the day.
If the special non-working day falls on an employee’s rest day, employees who work are entitled to an additional 50% of their basic wage for the first eight hours.
