LTFRB starts crackdown on ride-hailing Angkas, habal-habal


The Land Transportation Franchising and Regulatory Board  on Thursday started apprehending ride-hailing Angkas and habal-habal drivers, after the high court issued a temporary restraining order on a lower court's directive allowing the use of motorbikes as public transport mode.

A report by Saleema Refran on "Balitanghali" said that at the corner of EDSA-McKinley, LTFRB agents stopped all motorcycles and asked riders and their passengers if they knew each other, or if the driver was paid for the ride.

One rider, with his passenger wearing helmet with Angkas logo, denied he was an Angkas driver.

Meanwhile, a passenger of another motorcycle rider admitted they do not know each other. But the rider said he does not collect fare for the service.

LTFRB Central team leader Mark Ferrer said that Angkas drivers were just making lame excuses, adding that authorities knew that Angkas has released a promo code.

Ferrer urged Angkas drivers to respect the decision of the Supreme Court.

On Wednesday, the SC allowed the LTFRB to arrest Angkas drivers.

Ferrer said if Angkas continues to operate, the LTFRB will implement the crackdown.

In a statement, the Angkas management insisted that the TRO will affect the livelihood of 25,000 biker-partners.

"This comes at a time when hundreds of thousands of commuters need the Angkas service to beat the worsening holiday traffic," said Angkas head of operations David Medrana.

Earlier, the SC issued a TRO against the implementation of a directive by the Mandaluyong Regional Trial Court, allowing Angkas to resume operations pending a final decision from industry regulators.

All apprehended drivers will face a fine of P6,000 in first offense. Their vehicles will be impounded too. —Joviland Rita/LBG, GMA News
