PNP’s ‘No. 2’ man is Bato’s replacement —sources


President Rodrigo Duterte has picked Deputy Director General Ramon Apolinario as the next Philippine National Police (PNP) chief, replacing Director General Ronald "Bato" dela Rosa who will retire in January next year.

At least two sources have confirmed this to GMA News Online. Both were present during the command conference with the military and the police where Duterte called Apolinario to inform him of his appointment.

"Yes," one source said in a text message when asked if Duterte has appointed Apolinario as the next PNP chief.

Another official said he personally heard Duterte talk about the appointment. "Oo, narinig ko iyon pero parang biro. Alam mo naman ang style ni Presidente," the official said.

The official added that Apolinario is the "most qualified" to replace Dela Rosa, who will step down on January 21, 2018 when he reached the mandatory retirement age of 56.

Apolinario is currently the Deputy Chief for Administration, the second highest position in the PNP.

Chief Superintendent Dionardo Carlos, the PNP spokesperson, said they cannot confirm Apolinario's appointment as they have yet to receive official announcement from Malacañang.

Malacañang, likewise, has yet to confirm the appointment.

In May 2016, Apolinario, then officer-in-charge of the Region 4B police, was among the three candidates for PNP chief. The others were Dela Rosa, then a chief superintendent and the brigade commander of the Reactionary Standby Support Force; and Senior Superintendent Rene Aspera, chief of the PNP-Anti-Kidnapping Group.

Apolinario will retire on August 31, 2018 although he is more senior than Dela Rosa. He is a member of Philippine Military Academy class of 1985 while Dela Rosa belongs to Class 1986.

Apolinario finished his elementary and high school levels at Ateneo de Manila University in 1975 and in 1979, respectively. He joined the Philippine Constabulary (PC) as a 2nd Lieutenant after graduating from PMA. He also pursued his Masters in Business Administration (MBA) at the Ateneo de Manila Graduate School of Business in Rockwell, Makati.

He also took up Public Financial Management at the Harvard University, John F Kennedy School of Government in Cambridge, Massachusetts and later on passed the Civil Service Career Executive Eligibility (CSEE) in 2002 and has been conferred with the Career Executive Officer (CEO) IV by the Civil Service Commission.

He has been assigned as chief of police of San Leonardo Police Station in Nueva Ecija in 1993 and became the group commander of the 162nd Provincial Mobile Group based in Guimba, Nueva Ecija in 1994.

He was designated as the chief production branch at the Regional Intelligence Division in Region 3 police and at the National Capital Region Police Office (NCRPO).

Apolinario was Davao City Police chief from July 2008 to January 2010. He also became the chief regional personnel and human resource development division records management at the NCRPO in 2010 and later on designated as the chief of staff of the Police Security and Protection Group.

He assumed also the positions of deputy director for operations and deputy director for administration at the Headquarters Support Service in Camp Crame.

He also took the positions of regional chief of directorial staff , deputy regional director for operations, and deputy regional director for administration at the NCRPO.

He is the brother of Southern Police District director Chief Superintendent Tomas Apolinario. —KBK, GMA News
