Expanded Bangsamoro Autonomous Region now includes 63 barangays in North Cotabato


The Bangsamoro Autonomous Region will now include 63 more barangays from North Cotabato after the Commission on Elections (Comelec) en banc--sitting as National Plebiscite Board of Canvassers--proclaimed their inclusion in the new region as a result of a double majority ‘yes’ vote in these barangays and their respective municipalities.

The proclamation was made by Commissioner Al Parreño,  the head of  the Committee on Bangsamoro Organic Law plebiscite, shortly after 3 p.m. on Thursday after four days of canvassing and verification of the results made by the tabulation and audit panel. The plebiscite was held last February 6.

These 63 barangays are located in the municipalities of  Aleosan, Carmen, Kabacan, Midsayap, Pigkawayan and Pikit.

These barangays are:

The Comelec en banc also proclaimed that six Lanao del Norte municipalities of Baloi, Munai, Nunungan, Pantar, Tagaloan and Tangkal will not be included under the Bangsamoro Autonomous Region since these failed to secure double majority vote.

Prior to the proclamation, correction on tally of votes cast in Pikit, Kabacan and Midsayap North Cotabato made by the tabulation panel were entered by Comelec en banc.

The new Bangsamoro Autonomous Region was established since the Bansgamoro Organic law (BOL) was ratified with over 1.5 million "yes" votes as against 198,000 "no" votes in the aftermath of the first round of the plebiscite held in the ARMM last January 21.

The BOL will abolish the Autonomous Region in Muslim Mindanao and replace it with the Bangsamoro Autonomous Region that will enjoy expanded land and water jurisdiction, fiscal autonomy, increased  share in national government resources, among others.

Aside from the ARMM provinces and the 63 barangays in North Cotabato, the new Bangsamoro Autonomous Region will also include Cotabato City since the "yes" vote for its inclusion also won during the first round of the plebiscite on January 21.

While Cotabato City was not part of the ARMM, it has been the ARMM’s seat of government since 2001.

The BOL was the product of the peace agreement inked between the Philippine government and the former separatist group Moro Islamic Liberation Front last March 2014.

The BOL also provides that the new Bangsamoro Autonomous Region will be governed by the Bangsamoro Transition Authority (BTA) until the region's inhabitants elect their leaders in the 2022 polls.

The BTA will be composed of 80 members appointed by the President from various sectors.

The incumbent ARMM officials, on the other hand, will automatically become BTA members until their term expires on June 30, 2019.
