LTO to hear riders on motorcycle crime prevention law's IRR


Land Transportation Office chief Assistant Secretary Edgar Galvante said Sunday they will consult riders in drafting the Implementing Rules and Regulation of newly approved law Motorcycle Crime Prevention Act.

“Binibigyan namin na sila ng notice. IImbitahan namin sila sa mga session ng pag-draft ng IRR,” Galvante told Super Radyo dzBB.

He said they will consult with different parties involved in the law, including the riders, government agencies, and manufacturers.

Some motorcycle riders criticized the law for its provision that requires their vehicles to have bigger and color-coded plates to be placed at the front.

“Legitimate yung concern nila na ito ay maaring makasakit kung sakaling ito nakakabit sa harap at ito’y liparin, tatama yan sa kanila,” Galvante said.

"I think nilinaw din 'to ni Senator (Dick) Gordon at Senator (JV) Ejercito kasi ang impresyon since sinabing dalawang plaka iniisip na metal din yung nasa harap,” he added.

According to Galvante, they are planning to use different material for bigger plates to address riders' concerns.

The manufacturer who won the bid is expected to produce up to 1.6 million plates.

Also, the LTO is working with manufacturers to determine where and how they can mount the bigger plates at the front of motorcycles, considering that it may cover the headlights due to limited space.

“Nandyan na yung batas, hahanapan natin ng paraan. In fact, kinokonsulta namin yung manufacturers kung yung wala pang mapaglalgyan, e paano, kung ano ang ilalagay,” the LTO chief said.

Amid oppositions, Galvante reminded that the new law only aims to reduce crimes involving motorcycles and not to discriminate anyone.

“Sana isipin natin na itong batas na ito nag-contribute ng paraan para maiwasan yung hindi kanais-nais na pangyayari. Maaari ‘tong maging tulong na solusyon,” Galvante said.
