Roque, Bansil, 25 other BuCor execs suspended for GCTA for sale


Ombudsman Samuel Martires has ordered the suspension for six months without pay of 27 officers of the Bureau of Corrections in connection with the release of over 1,900 convicts of heinous crimes under the Good Conduct Time Allowance (GCTA) law.

In a six-page decision dated September 9, Martires said that the officials were found guilty of grave misconduct, gross neglect of duty and conduct prejudicial to the best interest of service because of their questionable release of heinous crime convicts since 2014.

Most of them were posted at the New Bilibid Prison's Maximum Security compound.

"The office finds that the evidence in the form of testimonies of witnesses and public documents showing the anomalous release of prisoners convicted of heinous crimes appear to be strong," the Ombudsman said.

Those who were suspended include Ramoncito Roque, BuCor Documents and Record Section chief; and Corrections Senior Inspector Ma. Belinda Bansil.

The two were among those tagged by inmates and their loved ones in the GCTA for sale scam inside the penitentiary.

During the resumption of the Senate hearing, Godfrey Gamboa said he and his wife, Yolanda Camilon, dealt with Roque and Bansil and paid money so he could soon be released.

Gamboa said he had been a living out inmate at the minimum security compound of the New Bilibid Prison since 2018 as he has already served the minimum of his four-year sentence.

Gamboa said they were told that he could be released in March but it did not happen.

“Galit na galit ako nun. Nakita natin si (former BuCor director general Nicanor) Faeldon na lumabas sa opisina nina Roque, sabi ko sa asawa ko kausapin niya si general, isumbong mo na ito kay general," Gamboa said.

"Tumayo si Sir Roque sa harap  kaya hindi namin nakausap si General Faeldon,” he added.

Gamboa said he just told his wife to get their money back because of the failed promise.
