Japan highlights role of Filipino seafarers in global maritime economy

The Japanese government on Tuesday underscored the vital role of Filipino seafarers in the global maritime economy, noting that they account for about 70% of its merchant fleet.

On Tuesday, 84 Bachelor of Science in Marine Transportation (BSMT) cadets and 100 Bachelor of Science in Marine Engineering (BSME) cadets graduated as members of the Class of 2026 of the MOL Magsaysay Maritime Academy (MMMA).

In his speech, Japanese Ambassador to the Philippines Endo Kazuya said Filipino seafarers are indispensable to international maritime cooperation.

“The maritime industry plays a crucial role in the global economy. The Philippines and Japan are not separated, but rather connected by the sea. I have high hopes for MMMA graduates," Endo said.

"Through your dedication, commitment, and professionalism, I am confident that you will help ensure the stability and safety of international shipping and make significant contributions to the maritime industry’s continued growth,” he added.

Department of Migrant Workers (DMW) Undersecretary Bernard Olalia also congratulated the graduates, noting that they will carry the Philippine flag as they are deployed overseas.

He acknowledged the critical role of Filipino seafarers in global commerce and international mobility, citing their strong international reputation.

“Seafarers are indispensable to global commerce and international mobility, often working under challenging conditions far from home,” Olalia said.

“Filipino seafarers continue to earn global recognition for their competence, reliability, and professionalism. Schools like MMMA play a crucial role in shaping this reputation,” he added.

Olalia stressed that the responsibility carried by Filipino seafarers goes beyond technical competence, as he reminded graduates that their conduct at sea reflects on the nation.

“The Filipino seafarer has long been a symbol of excellence on the global stage, but excellence is built early within institutions that demand discipline, uphold integrity, and instill a spirit of service,” he said.

“Every time you raise the flag on a foreign ship, you represent our nation. Your conduct, work ethic, and professionalism shape how the world sees the Filipino worker—this is a great responsibility, but also a great honor,” Olalia added.

He reiterated the DMW’s mandate to protect overseas Filipino workers and assured graduates that the government continues to address issues in maritime labor governance.

“We recognize that you are not just workers at sea—you are vital contributors to the global economy and ambassadors of Filipino excellence,” he said. “Wherever your journey takes you, whether onboard or when you return home, your government stands with you.”
