Philippines maintains alert levels for Filipinos in Israel, Iran amid conflict
The Philippines' security alert levels for Filipinos in Israel and Iran remained unchanged even after the US and Israel's air strikes against Iran, and the latter's retaliatory attacks on the two countries' allies in the Middle East.
The US and Israel on Saturday attacked Iran, which they accused of developing nuclear weapons to be used against their countries.
In a statement, the Department of Foreign Affairs said its policy is based on the assessment of its diplomats overseeing Iran, Iraq, Israel, Jordan, Gaza, the West Bank, Lebanon, Syria, and Yemen.
Iran and Israel remained at alert level 2, meaning Filipinos in the two countries are advised to shelter in place and avoid high-risk areas. Those planning to travel to the affected country are urged to exercise increased caution due to heightened security risks. The concerned post activates its contingency plan.
Israel has been on alert level since June 2025; Iran, July 2025.
"Our posts remain on the ground and vigilant. The crisis alert levels for concerned countries in the Middle East remain unchanged," the DFA said.
Its diplomatic posts, the DFA added, have actively monitored the situation over the past 72 hours to ascertain the status of Filipinos in their respective jurisdictions.
The alert levels for the following areas are as follows:
- Jordan - Level 1
- Iran - Level 2
- Israel - Level 2
- West Bank - Level 2
- Kurdistan - Level 2,
- Iraq - Level 3
- Lebanon - Level 3
- Gaza - Level 4
- Syria - Level 4
- Yemen - Level 4
The DFA has yet to release alert levels for Saudi Arabia, the United Arab Emirates, Kuwait, Oman, and Bahrain, which have also been hit by retaliatory strikes by Iran.
The Philippine government has implemented four alert levels in conflict areas.
- Alert Level 1 or precautionary phase is issued when there are signs of internal disturbance or instability, or when an external threat is limited to a specific area. Under this level, Filipinos are advised to take precautions and avoid non-essential movement. Those with travel plans to the affected country are advised to exercise normal caution and avoid affected areas.
- Alert Level 2 or restriction phase is issued when violence or instability spreads to neighboring areas or when an external attack becomes imminent. Filipinos are advised to shelter in place and avoid high-risk areas. Those planning to travel to the affected country are urged to exercise increased caution due to heightened security risks. The concerned post activates its contingency plan.
- Alert Level 3 or voluntary repatriation phase is issued when unrest escalates significantly or when an external threat becomes imminent. Filipinos, under this level, are advised to evacuate voluntarily through relocation or repatriation. Travel to the affected country is strongly discouraged due to serious risks to safety and security. The concerned embassy or consulate would coordinate relocation or repatriation efforts with relevant government agencies.
- Alert Level 4 or mandatory evacuation is issued in cases of large-scale civil conflict or full-blown external attack. Filipinos are urged to evacuate and join government-led repatriation efforts. Travel to the affected country is prohibited.
The ongoing conflict and the escalation of attacks by the US and Israel against Iran are a major concern for the Philippines in the Middle East, where more than 2.4 million Filipinos live and work.
Ensuring their safety, including by evacuations, has been a logistical challenge in the past.
The financial remittances by the Filipino workers have helped keep Manila's economy afloat for decades.
Manila urged Filipinos in affected areas to follow the advisories of their host governments, remain vigilant, and observe all relevant travel advisories.
