NTC: 3 ISPs deemed ‘compliant,’ one failed web speed test






One Internet service provider (ISP) failed and three other ISPs were deemed "compliant" after passing an Internet speed test the National Telecommunications Commission conducted Wednesday afternoon, NTC officials said on Thursday.

The NTC said Bayantel failed to meet its advertised web access speed, while Globe and and Sky Broadband registered speeds were not far from what they advertised and but still deemed compliant. PLDT's test result showed it exceeded its advertised internet speed.

The NTC conducted the isolated internet speed test around 2 p.m. Wednesday. 



Starting October, the NTC said it will be doing more monitoring of the internet speeds provided by various telecommunications companies in the country, to check if the actual speeds are the same as what they offer in their advertisements.
 
“Ite-test na natin 'yung advertised speed ng bawat telcos. Kunyari pag sinabi niyang up to 3 mbps dapat yun ang ma reach ng ISP na yun,” NTC Deputy Commissioner Delilah Deles said.
 
Deles said they can still penalize non-compliant telcos although there is still no standard parameter for internet speed in the country
 
“I-apply namin doon 'yung violation sa Public Service Act,” she said.
 
NTC Engr. Sammy Sabillo sees this lack of standard parameters for internet speed as the main problem in solving the horrendous internet speed the country experiences.
 
“Ang problema kasi wala pang standard parameter na nilalabas ang NTC so we cannot really tell kung maganda o hindi maganda 'yung result,"  Sabilo said.

Bayantel Spokesman Red Samar said the test does not reflect the overall performance of their company's internet speed services.
 
“There is reason to believe that it may not present an accurate reading of our service to our customers. There are a host of other factors – technical and non-technical in nature – that could very well affect the speed of internet service like latency error, signal loss, proximity of network equipment etc,” he said.
 
Meanwhile, Globe and PLDT had positive feedback on the test results.
 
“We are happy over the initial results of the tests. We shall keep working hard to provide our customers the best possible service,” PLDT Spokesman Mon Isberto said.
 
“The experience of our customers is very important to us. That's why we continue to invest in better technologies and improvement in our network so that the experience will be better and differentiated,” Globe Telecom Spokesperson Yoly Crisanto said.  — Andrei Medina/ELR/LBG, GMA News
