Isang now in Quirino as 16 areas placed under Signal No. 1
Tropical Depression “Isang” is now in the vicinity of Quirino as Signal No. 1 is hoisted over 16 areas in Luzon, according to PAGASA.
Tropical Cyclone Wind Signal No. 1 has been raised over the following provinces:
- Cagayan
- Isabela
- Quirino
- Nueva Vizcaya
- Apayao
- Kalinga
- Abra
- Mountain Province
- Ifugao
- Benguet
- Ilocos Norte
- Ilocos Sur
- La Union
- Pangasinan
- Aurora
- The northern portion of Nueva Ecija (Lupao, Carranglan, Pantabangan, San Jose City)
In its 2 p.m. weather bulletin, PAGASA said the center of “Isang” was estimated in the vicinity of Maddela, Quirino with maximum sustained winds of 55 kilometers per hour near the center and gustiness of up to 70 kph.
It is moving west northwestward at 20 kph, state meteorologists added.

PAGASA said Isang may develop into a tropical storm on Saturday morning as it traverses northern Luzon in the next 12 hours. Isang is expected to emerge over the West Philippine Sea on Friday night, and eventually exit the Philippine Area of Responsibility (PAR) in the morning or afternoon of Saturday, August 23.
PAGASA added that Isang may also further intensify into severe tropical storm category while approaching the waters of south Hainan, China.
“However, intensification into a tropical storm at a much earlier time (e.g., several hours after emerging over the West Philippine Sea) is not ruled out,” PAGASA added.
Classes for Friday, August 22, 2025, have been suspended in some areas due to bad weather.
The Supreme Court (SC) also announced that work in all first and second level courts are suspended n some areas in Metro Manila due to inclement weather and flooding.
'Blue alert'
The National Disaster Risk Reduction and Management Center (NDRRMC) has upgraded its alert status from white to blue due to the effects of tropical depression Isang.
In a Facebook post, it said this is to “closely monitor, consolidate and to ensure prompt coordination with concerned agencies and offices.”
