3 weather systems, STS Koto's trough to bring cloudy skies, rains over N. Luzon, Palawan

The shear line, the Northeast Monsoon or Amihan, and the easterlies will bring cloudy skies and scattered rains over Northern Luzon, while the effects of the trough of Severe Tropical Storm Koto (formerly Verbena) will be felt in Palawan on Saturday, PAGASA reported.

Severe Tropical Storm Koto, which PAGASA continues to monitor, is located 345 kilometers northwest of Pag-Asa Island, Kalayaan, Palawan outside the Philippine Area of Responsibility (PAR) packing maximum sustained winds of 95 kilometers per hour near the center, gustiness of up to 11 km/h and moving northward at the speed of 15 km/h.

Apayao, Kalinga, Cagayan, and Isabela will have cloudy skies with scattered rains and isolated thunderstorms due to the shear line with flash floods or landslides possibly occurring due to moderate to heavy rains.

Palawan will have cloudy skies with scattered rains and thunderstorms due to the trough of Koto and that flash floods or landslides may occur due to moderate to at times heavy rains.

Ilocos Region, Batanes, and the rest of Cordillera Administrative Region will have cloudy skies with rains due to the Northeast Monsoon with flash floods or landslides occurring due to moderate to at times heavy rains.

Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the easterlies. Flash floods or landslides may occur during severe thunderstorms.

The rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to localized thunderstorms. During severe thunderstorms, flash floods or landslides may result.

The wind speed forecast for Northern Luzon is moderate to strong moving northeastward while ccoastal waters will be moderate to rough.

Palawan will experience moderate to strong winds moving in the southwest to southeast direction, and moderate to rough coastal waters.

Visayas and the rest of Luzon will experience light to moderate winds moving in the northeast to east direction while coastal waters will be slight to moderate.

The western section of Mindanao will have light to moderate winds moving northwestward, and slight to moderate coastal waters.

The wind speed forecast for the rest of Mindanao is light to moderate moving in the northeast to north direction while coastal waters will be slight to moderate.
