Miss Universe organizers reportedly instructed Miss Colombia Catalina Robayo to put on her "underpants," after a shot of her not wearing her panties made the front page of a local newspaper in Brazil. Robayo, who made the Top 16 of the Miss Universe pageant on Tuesday morning (Manila time), caused a stir pre-coronation night after she was photographed sitting at an official Miss Universe event, where she went commando in a short orange dress. A source of FOX411's Pop Tarts said the 22-year-old "had to be spoken to and told she needed to wear underpants" because she was attending official affairs in short skirts "sans undies." Miss Universe Organization President Paula Shugart told Pop Tarts she was "very, very surprised" when she saw the photo, adding that several other girls in the competition wore short dresses, "which was a little concerning." "Our supervisors talked to all of the contestants about dressing appropriately, and one of our PR people spoke to her (Robayo)," Shugart said. "It created quite a stir here for a few days." Shugart added that, in her defense, Robayo told the PR person that she was wearing an underwear. - VVP, GMA News
