Water cannon dispersal in Mendiola

October 14, 2005: Former Vice President Teofisto Guingona and Senator Jamby Madrigal were among those dispersed by water cannons while in a prayer rally near Mendiola bridge. The rally was organized by the Kilusang Makabansang Ekonomiya to protest the Arroyo administration'salleged plan to declare martial rule, the no permit no rally policy, and EO 464. On September 21, 2005, Executive Secretary Eduardo announced that they have instructed the Philippine National Police to implement calibrated preemptive response (CPR) or the no permit, no rally policy. Bagong Alyansang Makabayan, Kilusang Magbubukid ng Pilipinas, Courage, Gabriela, Fr. Jose Dizon, Renato Constantino Jr., Froyel Yanez and Fahima Tajar (through lead counsel Neri Colmenares) questioned the CPR on the Supreme Court on the grounds that Batas Pambansa 880, which is the basis of the "no-permit, no-rally" policy and CPR, was illegal as it violated the Constitutional rights to freedom of expression and assembly. The Supreme Court on April 25, 2006 voided the calibrated preemptive response but sustained the constitutionality of Batasang Pambansa No. 880.
