Curlee and Sarah Discaya's sworn statement before Blue Ribbon Committee

Contractors Pacifico "Curlee" Discaya and Cezarah "Sarah" Discaya named several government officials in their sworn statement, which detailed percentages in commissions in multi-million-peso construction projects.
