LIST: Personalities with arrest warrants in high profile cases
Several personalities linked to some of the country’s high-profile cases are still at large despite arrest warrants and ongoing manhunt operations.
As of January 15, the following are the suspects in high-profile cases who have yet to be arrested:
Harry Roque
In November 2025, the Philippines requested the INTERPOL to issue a red notice against former presidential spokesperson under the Duterte administration Harry Roque.
A Pampanga court in May 2025 issued arrest warrants against Roque and others for qualified human trafficking in relation to the alleged scam hub run by Lucky South 99.
Lucky South 99 was a POGO facility in Porac, Pampanga that was raided and exposed in 2024. Authorities said they were able to find evidence of torture, kidnapping, and sex trafficking at the site.
Roque has denied the allegations.
In March 2025, Roque said he applied for asylum in the Netherlands as he claimed that the allegations against him were fabricated and politically motivated.

Cassandra Li Ong
Like Roque, Cassandra Li Ong is also included in the arrest warrants in connection with the alleged illegal activities of the POGO firm in Pampanga.
Ong has denied the allegations against her.
The Department of Justice (DOJ) in November 2025 announced the P1-million reward for information on the location of Ong.
In December 2025, the Department of the Interior and Local Government (DILG) said Ong could have returned to China.
DILG Secretary Jonvic Remulla dismissed the possibility that the Chinese government will cooperate with the Philippines to capture Ong, citing the lack of a repatriation deal, a previous case, and the West Philippine Sea issue.
Gerald Bantag
Former Bureau of Corrections (BuCor) chief Gerald Bantag also remains at large despite an outstanding warrant for his arrest in connection with the alleged murder of broadcaster Percy Lapid in October 2022.
In April 2023, a Muntinlupa court ordered the arrest of Bantag in connection with the death of New Bilibid Prison inmate Jun Villamor, the alleged middleman in the killing of Lapid.
Bantag has denied the allegations.
The DOJ previously said a cash reward of P2 million would be given for information on the whereabouts of Bantag.
In January 2025, the Philippine National Police (PNP) said Wednesday it had received information on possible sightings of Bantag.

Zaldy Co
In November 2025, arrest warrants were issued against ex-lawmaker Zaldy Co and others including Department of Public Works and Highways (DPWH) officials and Sunwest Corp. directors over anomalous flood control projects.
The Ombudsman earlier filed with the Sandiganbayan corruption and malversation of public funds charges against Co and others in connection with the P289 million project in Oriental Mindoro.Co has denied the allegations.
The trial of the case against Co before the Sandiganbayan will begin January 20, according to DPWH Secretary Vince Dizon.
According to the Department of the Interior and Local Government, Co is believed to still be in Portugal but authorities are not ruling out the possibility that he has returned to the Philippines.
Atong Ang
Recently, a regional trial court in Sta. Cruz, Laguna has issued a warrant of arrest against businessman Atong Ang and other individuals in connection with the missing sabungeros case.
He is facing 15 counts of kidnapping and serious illegal detention and four counts of kidnapping with homicide.
Atong has denied the allegations against him.
The Department of the Interior and Local Government (DILG) is considering offering a P10 million reward for information leading to the arrest of Ang.
According to the DILG, Ang is still in the Philippines. —VAL, GMA Integrated News
