4 Manila cops under probe for ‘hulidap’ in Bilibid

Four Manila policemen are now under investigation for alleged abduction and extortion activity or hulidap operation at the New Bilibid Prison in Muntinlupa, a report on GMA News
"24 Oras" said on Friday.
The report said visiting wives of wealthy inmates at the NBP are the targets of the allegedly unscrupulous police officers.
"Hinoholdap o kinikidnap yung bumibisita diyan lalo na sa mga VIP. Pinatutubos, kaya lang and kailangan natin dito is complainant," said Senior Superintendent Roberto Fajardo, regional chief of the Criminal Investigation and Detection Group.
The policemen under investigation for the alleged involvement in the illegal activity were identified as Insp. Elgie Jacobe, P02 Lester Ramos, P01 Albert Labarda and P01 Cris Miguel.
Arrested with them were dismissed police officer Serwin Casauran and a certain Jay-R Bartolome, reportedly one of Metro Manila's most wanted.
A wife of an inmate and another civilian was reportedly with the group when the suspects were arrested.
“Wala rin silang follow-up operation o authority na magoperate sa Muntinlupa at wala silang coordination sa PNP (Philippine National Police) or other law enforcement units sa Muntinlupa,” Fajardo said.
A hulidap happens when cops supposedly arrest a person on a made up crime and then ask for money in exchange for his or her release.
A source told GMA News reporter Emil Sumangil the modus operandi of the alleged hulidap operation.
“Meron taga turo. Taga loob din, dalaw din. Nagtitimbre doon sa pulis. Ituturo kung sino 'yung asawa ng big time [na nakakulong]. Pagkatapos ituro kukunin na ngayon [yung bisita]. 'Yung nagturo bibigyan 'yun [ng pera],” the source said. —Andrei Medina/NB, GMA News
