Before Vice President Jejomar Binay glared at Sr. Supt. Elmer Jamias and called the police officer a "violent" man during a standoff at the Makati City Hall on Monday night, the former city mayor gave policeman a commendation for his contributions in preserving the peace in Metro Manila—some 16 years ago.

Jamias showed members of the media a copy of the commendation he received on July 8, 1999 from Binay, who was then the chairman of the Metro Manila Development Authority.

"If there were more of your kind in the police service, I'm sure that the country would be such a peaceful place to live and work in," Binay said then in the commendation letter.

"How I wish we can clone outstanding people like you," he added.

Binay on Monday night confronted Jamias, who's now the deputy director for administration of the Southern Police District, after policemen prevented Binay's supporters from entering the Makati City Hall compound to hold vigil for his son, the suspended Makati Mayor Junjun Binay.

The Vice Presaident told Jamias that it was against the law for the police to block the city hall compound.

Footage captured by GMA News during the incident showed Binay telling Jamias, "Marahas ka sa tao," and added, "Basta sinasabi ko lang sa'yo, mag-aaway tayo. Lalabanan ka namin."

Jamias said he would file charges against the Vice President.

"Hindi ako papayag na isang Vice President ay labagin ang batas dahil dapat ang Vice President nga, pasalamatan ang kapulisan dahil nagme-maintain ng peace and order," Jamias said. -NB, GMA News
