Cop who figured in confrontation with VP Binay cleared in 2010 complaint

The National Police Commission (NAPOLCOM) has cleared Southern Police District (SPD) deputy director for administration Senior Superintendent Elmer Jamias of an administrative complaint lodged against him in 2010. 
 
The Philippine National Police Public Information Office (PNP-PIO) said on Friday that the Office of the President, through Executive Secretary Paquito Ochoa Jr., agreed with the findings of the NAPOLCOM investigating body that Jamias is not liable for a fake police identification card that had his signature. 
 
The case stemmed from an administrative complaint filed by Oscar Espinosa against Insp. Joel Tordillos, SPO1 Alfredo Mendoza, and PO3 Celestino Delos Santos on March 5, 2010 for grave misconduct. 
 
The policemen were arrested in an entrapment operation where the authorities found an identification card in Tordillos' name. It was signed by Jamias, who was the chief of police in Mandaluyong City at the time. 
 
It was later found that Tordillos was not a member of the PNP and Jamias was held liable for the incident for violating Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.
 
NAPOLCOM, however, found no substantial evidence to hold Jamias administratively liable. The complaint against him was dismissed for utter lack of merit.
 
Jamias figured in a confrontation with Vice President Jejomar Binay last month when police blocked the supporters of Makati Mayor Junjun Binay from entering the City Hall compound when the second suspension order against the mayor was about to be served. 
 
 
"Hindi ako papayag na isang vice president ay labagin ang batas dahil dapat ang vice president nga, pasalamatan ang kapulisan dahil nagme-maintain ng peace and order," Jamias said. — Trisha Macas/JDS, GMA News
