CIDG, IAS to investigate death of Carl Angelo Arnaiz


The Internal Affairs Service and Criminal Investigation and Detection Group (CIDG) of the Philippine National Police (PNP) will investigate the death of the 19-year-old killed by Caloocan City Police.

National Capital Region Police Office (NCRPO) chief Director Chief Superintendent Oscar Albayalde said in an interview on Unang Balita on Monday that this may reveal if foul play was involved in the death of Carl Angelo Arnaiz.

"Nakipag-coordinate na po kami sa CIDG, kagaya nung nangyari dun kay Kian, sila na rin po ang magko-conduct dun sa kung talagang mayrong pagkukulang or talagang may pang-aabuso 'yung ating kapulisan and of course 'yung ating IAS," Albayalde said.

Police Officer 1 Jeffrey Perez and Police Offcer 1 Ricky Arquilita, the officers who shot Arnaiz, were relieved of their duties in light of  pending investigations by the CIDG, IAS, and Caloocan City Police.

"Yes, lahat po sila. Kahapon ay pina-relieve ko muna sila. Under restrictive custody po sila sa regional headquarters kagaya po nung tatlo pending investigation," Albayalde confirmed.

A taxi driver allegedly complained to Police Community Precinct 2 in Caloocan City that Arnaiz held him up on C3 Road, took his wallet, and hit him with a gun before fleeing past midnight on August 18.

Perez and Arquilita said they were forced to shoot Arnaiz after the teen allegedly shot at them when they responded to the complaint.

"Nung nagresponde po 'yung mga police operatives ng PCP 2 sa Caloocan ay natiyempuhan daw nga po itong suspect doon kung saan siya binaba. From there, nung aarestuhin daw po siya ay lumaban dun sa responding police," Albayalde said. "'Yun po ang official report nila, pati po dun sa progress report nila."

The police also said Arnaiz was found with marijuana, shabu, the driver's wallet containing P450, and the taxi itself though Albayalde said there were no such inconsistencies in the police's official report.

The Public Attorney's Office (PAO) conducted an autopsy on Arnaiz' body and found handcuff marks on both wrists.

Marks on the teen's body also indicated that he may have been kneeling when he was shot multiple times in the chest. —Rie Takumi/KG/KVD, GMA News
