QCPD relieves precinct commander, cops who arrested Genesis Argoncillo
The precinct commander and three police officers involved in the arrest of Genesis "Tisoy" Argoncillo during the implementation of the controversial crackdown on loiterers have been relieved of their posts.
Quezon City Police District director Chief Superintendent Joselito Esquivel Jr. said Saturday he ordered the relief of the commander of Police Community Precinct (PCP) 3 of Police Station 4 and three other police officers who arrested Argoncillo for alarm and scandal.
The police officers ordered relieved from duty are PCP 3 Commander Police Senior Inspector Cyril Dagusen, Police Officer 1 Ruel Tubat, PO1 Paulo Lopez Jr., and PO1 Paul Hector Calderon.
They were ordered transferred to the District Headquarters Support Unit (DHSU) at Camp Tomas Karingal.
Esquivel said a pre-charge evaluation was also conducted against Dagusen and his men to determine any administrative liability relative to the arrest of Argoncillo.
Argoncillo, who died of multiple blunt force trauma while in police custody, was apprehended by cops for supposedly being shirtless, but the complaint filed against him later was for "causing alarm and scandal."
The QCPD earlier ordered the relief of five policemen: Police Station 4 commander Police Superintendent Carlito Grijaldo, and four other policemen who were on duty during the day Argoncillo was reportedly beaten by two fellow detainees.
The detainees were already charged with murder.
An administrative investigation is also being conducted against the policemen.
Esquivel said the National Police Commission (NAPOLCOM) has taken over the administrative investigation against the police officers involved in Argoncillo's death.
He added that a parallel investigation is also being conducted by the QCPD-National Capital Region Police Office (NCRPO).
"Whatever we gather tinurn over namin sa District Internal Affairs Service kasi mas maganda ibang unit ang nag-iimbestiga," Esquivel said. —KG, GMA News
