Cops arrest stepfather for allegedly raping 15-year-old

Two minors, aged 14 and 15 years old, came forward to allege that they were sexually assaulted by men in separate incidents in Quezon City on Wednesday afternoon.

The 15-year-old victim, together with her mother, filed charges against her 29-year-old stepfather for allegedly raping her early afternoon on that same day at their house in Barangay Payatas, Quezon City.

Both the victim and her 23-year-old biological mother declined an interview on camera when asked by GMA News, but the minor complainant said in her statement that she was raped by her stepdad.

According to Police Lieutenant Colonel Joel Villanueva, commander of the Batasan Police Station, the victim first told an officer of a nongovernment organization in Payatas that helps abused children and women about her ordeal.

Following this, the NGO worker informed the victim's mother. This was when she got to know about her daughter's plight.

The mother then alerted the police who eventually arrested her 29-year-old live-in partner who was drunk when nabbed inside their home in Payatas.

The suspect admitted to GMA News that he indeed raped his stepdaughter.

"Nakarelasyon ko siya. 'Yun ang totoo. Pero hindi alam ng nanay niya. Hindi ko kasi talaga napigilan. Nangyari na at haharapin ko na lang itong kaso," he said.

Aside from rape, a case under the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act or violation of Republic Act No. 7610 had been filed against the suspect.

The victim was brought to the Social Welfare Department office and is now undergoing counseling.

Cubao

In another incident also on Wednesday afternoon, this time in Barangay E. Rodriguez in Cubao, a 14-year-old girl accused a senior citizen of touching her inappropriately.

The suspect, who was later identified as 60-year-old Nestor Abayan, was visited by tanod of the same barangay inside his home.

Abayan admitted he was drunk when he voluntarily surrendered to authorities and eventually faced his accuser at the chairman's office at the barangay hall.

During the interrogation, the victim then reiterated that Abayan not only harassed her once but had done so on several occasions already.

A relative who accompanied the minor victim told GMA News that  Abayan also offered her niece P300 in exchange for sex.

"Lagi niyang ginagawa 'yan sa pamangkin ko. Lalo na 'pag lasing siya. Tapos hina-harass kami. Palagi kaming sinasabihan na lumayas na sa bahay, lalo doon kami nakatira sa itaas ng bahay nila," she added.

Marciano Buena-Agua, chairman of Barangay E. Rodriguez, said the complainant was taken to the local police station but was later brought back to the women's desk of their office.

Both Abayan and the minor's family signed an agreement at the barangay hall with the approval of the chairman.

In the agreement, the victim's camp asked Abayan to let the minor and her family stay at the compound and that the suspect must refrain from harassing the family again in exchange for not filing acts of lasciviousness charges against the suspect. — DVM/KG, GMA News
