Slain BuCor exec in charge of safekeeping GCTA, finance files

Slain Bureau of Corrections (BuCor) official Ruperto Traya Jr. was in charge of safekeeping documents, including the Good Conduct Time Allowance (GCTA) of inmates at the national penitentiary.

Citing Traya's 201 file, JP Soriano's report on Unang Balita on Friday said the victim started his work at the New Bilibid Prison (NBP) as a prison guard in 1988. He was later on promoted until he became Administrative Officer III.

Traya had also been assigned at the Leyte Pental Colony.

Also according to Traya's 201 file, he once faced a grave misconduct complaint when he was a prison guard. The complaint, filed by the kin of an inmate, was eventually dismissed.

In 2016, Traya was relieved from his post and was transferred to Inmates Documents Processing Section at BuCor's main office where among the files under his safekeeping were the GCTAs and the NBP's financial documents.

However, it was not Traya who signed and approved GCTA documents, according to Police Chief Master Sergeant Edward Rodriguez of Muntinlupa Police.

"Taga-keep lang siya nung mga files," Rodriguez said.

Muntinlupa Police said based on initial investigation, the killing of Traya was not connected with the GCTA files.

The report said the police have already identified the motive for Traya's killing but are keeping it classified for the meantime.

"Nakikipag-coordinate na kami dun sa pinanggalingan niyang trabaho, sa Leyte Penal Colony," said Police Major Allan Rainer Cabral, chief investigator of Muntinlupa Police.

Traya's widow said her husband did not receive death threats. —KBK, GMA News
