E-bikes banned on Metro Manila national roads


The Metro Manila Council (MMC) passed a resolution prohibiting e-bikes on national roads in the National Capital Region, the Metropolitan Manila Development Authority (MMDA) said Wednesday.

MMDA chief Romando Artes made the statement in a press conference after presiding over the MMC meeting.

“Ngayon pong umagang ito ay nagpasa ang MMC ng resolusyon regarding regulation ng e-trikes at other electric vehicles na pinagbabawal na po natin sa major roads na nasa jurisdiction ng MMDA,” he said.

(This morning, the MMC passed a resolution on the regulation of e-trikes and other electric vehicles, banning them on major roads under the jurisdiction of the MMDA.)

The concerned roads are the following:

  • Recto Avenue
  • Pres. Quirino Avenue
  • Araneta Avenue
  • Epifanio Delos Santos Avenue (EDSA)
  • Katipunan Avenue /C.P. Garcia Avenue
  • Southeast Metro Manila Expressway
  • Roxas Boulevard
  • Taft Avenue
  • South Luzon Expressway (SLEX)
  • Shaw Boulevard
  • Ortigas Avenue
  • Magsaysay Boulevard/Aurora Boulevard
  • Quezon Avenue/Commonwealth Avenue
  • A. Bonifacio Avenue
  • Rizal Avenue
  • Del Pan/Marcos Highway/McArthur Highway
  • Elliptical Road
  • Mindanao Avenue

The list of roads is initial as local government units (LGUs) will determine additional thoroughfares where e-bikes and e-trikes will be banned.

Violators will be penalized a P2,500 fine, according to Artes.

Driver licenses will also be required for those who will use e-bikes, Artes said. If the e-vehicle is driven by a person without a driver’s license, it will be impounded.

The new policy will be effective 15 days after its publication and information campaign.

Earlier, several government agencies and local government units conducted a meeting to discuss the creation of a unified regulation for e-vehicles.

Artes said two- or three-wheeled e-vehicles pose a risk and danger to the lives of concerned drivers, passengers, and pedestrians.

“In coming up with a new set of regulations, we shall address these concerns, particularly safety issues. We will consolidate and harmonize all existing rules and regulations, as well as ongoing programs of the LGUs and even the national government concerning e-vehicles, to make it comprehensive. This will also cover not just Metro Manila but nationwide,” Artes earlier said.—RF, GMA Integrated News
