LTO chief asks Angkas riders to explain blocking of Rizal traffic

Land Transportation Office (LTO) chief Atty. Vigor Mendoza ordered an investigation into the convoy of motorcycle riders who obstructed traffic at an intersection in Cainta, Rizal.
Mendoza said he wants to clarify if the event, which appeared to be a motorcade, was given permission by any local government unit (LGU) since it involved obstruction of traffic that affected motorists and commuters.
''We already identified the group involved and we want them to explain why they should not be sanctioned for obstructing traffic flow,” Mendoza said.
To recall, Angkas riders blocked motorists despite a green traffic light, ignoring honking protests from frustrated drivers. A truck was also prevented from crossing.
Traffic only resumed once the convoy had passed, earlier reports said.
Angkas CEO George Royeca welcomed the LTO’s investigation.
“As promised, I am prepared to accept any sanctions deemed appropriate and I am fully committed to cooperating with the authorities to rectify our mistakes, all while working diligently to earn back public trust,” he told GMA News Online.
Royeca has already issued a public apology, acknowledging the riders' lack of discipline, disregard for safety, and non-compliance with traffic rules—values the company declares to uphold.
“I take full responsibility. There are no excuses for our actions. Ako po ay nagpapakumbaba at humihingi ng taus-pusong paumanhin sa publiko, sa ating mga mananakay, sa kapwa motorista at mga awtoridad. We will do better,” Royeca said.
Meanwhile, Cainta Mayor Elenita Nieto has sanctioned Angkas, ordering community service as part of the penalty.
She noted that the company did not make excuses but apologized and explained the situation.
Mendoza said he wants to identify the riders who deliberately blocked the road so that they can explain why they should not be sanctioned ''for acting as if they are deputized by the government to manage traffic flow.''
He said what the riders displayed was a clear violation of the traffic rules and regulations, adding that they also showed abuse and lack of courtesy and discipline.
