Woman files complaint vs 'rude' BIR employee in Novaliches


A woman has lodged a complaint against an employee of the Bureau of Internal Revenue (BIR) who was allegedly rude to her while answering questions on how to secure a taxpayer identification number ID.

According to Mav Gonzales’ report on “24 Oras” on Thursday, Nica Cadalin was seen crying in a TikTok video that she uploaded after the incident.

“Bakit ganyan ang employee niyo? Bakit nasa government kayo? Grabe. Nangangailangan ng tulong yung tao. Pare-pareho tayong tao dito,” she said in the video.

(Why are your employees like that? Why are you in the government? I need help. We’re all human here.)

Cadalin said she went to the BIR office in Novaliches, Quezon City on Monday to secure a TIN ID for employment purposes.

She recalled that she was trying to register for a TIN ID through the Online Registration and Update System but kept encountering an error.

When Cadalin asked for help, the BIR employee allegedly became annoyed that she did not register online.

Cadalin explained that she kept encountering an error online but the employee told her to try again or just visit the BIR main office.

She said the BIR employee appeared to be impatient with her. It was unclear from the report on what the employee’s gender was.

“Nakakainis lang all throughout the conversation, nag English talaga siya na para bang gusto niya ipamukha sa akin dapat kong maintindihan lahat. Sobrang impatient niya. Yung sarcasm, yung magmumukha ka talagang bobo na ba’t di ko daw maintindihan. Na paulit ulit lang daw siya ng sinasabi,” Cadalin said.

(It was really frustrating that throughout the entire conversation, the employee spoke in English as if trying to show that I was supposed to understand everything. The employee was extremely impatient. The sarcasm made it seem like the employee thought I was stupid for not understanding, and that the employee had to repeat everything.)

The BIR employee became agitated when Cadalin called out the employee’s attitude.

“Sinabi ko siguro kelangan niyo na ho magpahinga kasi baka hindi po kayo ready to serve the people. Tumaas talaga yung boses niya. Pagkakaalaala ko, sabi niya wala daw akong karapatan para sabihin yun sa kanya,” Cadalin said.

(I told the employee to get some rest since the employee might not be ready to serve the people. The employee’s pitch went up. I recall the employee telling me that I had no right to say that.)

The now viral TikTok video that showed Cadalin breaking down into tears happened after another person came to check on her.

Cadalin ended up leaving the BIR office without getting a TIN ID.

“Sana matigil na ito kasi imposibleng ako lang nakakaranas nito. San makuha natin yung justice,” she said.

(I hope this practice stops because it’s impossible that I’m the only one going through this. I hope we get justice.)

Cadalin filed a complaint against the BIR employee before the Anti-Red Tape Authority.

The BIR office in Novaliches said the employee went on leave after the incident, and that the employee’s contract will be terminated starting this Nov. 1.

A show cause order was also issued to compel the employee to explain what happened.

Under Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, government employees are expected to demonstrate professionalism and dedication to their work and to the public.

All government employees should also be respectful and prompt in addressing the needs of the public.
