BI nabs Chinese fugitive allegedly operating shabu den in Rizal
The Bureau of Immigration (BI) has arrested a Chinese fugitive allegedly operating a shabu laboratory in Taytay, Rizal.
According to the BI, the Chinese man, wanted in his country for alleged kidnapping, was apprehended in his residence on December 14, 2025. He was also found to be allegedly operating a methamphetamine laboratory in the area.
“This fugitive remains in BI custody, after we received government intelligence reports that he is involved in the production of methamphetamine in the Philippines,” said BI Commissioner Joel Viado.
Immigration authorities said the foreigner is wanted by Chinese police for kidnapping and has a standing warrant issued by the Public Security Bureau of Jinjiang City in 2024.
The Chinese embassy also informed the BI that his passport has already been cancelled, making him an undocumented alien. He was likewise the subject of a blacklist order issued in January, and a watchlist order in July for being an undesirable alien.
“We were informed that he is a kingpin in the illicit drug industry, heading a shabu laboratory while posing as an ordinary citizen,” Viado said.
Viado added that the fugitive was scheduled to be deported last December 16 under the request of the Chinese embassy. However, his deportation was cancelled to pave the way for the investigation and possible filing of local cases against him in the Philippines.
“We cannot allow this person to just leave the country and not face his crimes here. This is a clear attempt to escape liability, and we will not be complicit to that,” he said.
Viado said he immediately coordinated the matter with the Department of Justice and the Department of the Interior and Local Government.
“The cancellation of the implementation of his deportation will ensure that he will not evade justice. We are now in close coordination with the Philippine National Police for the possible filing of criminal cases," Viado added. —VAL, GMA Integrated News
