LTO issued SCO vs. motorcycle driver, passenger caught on CCTV in road rage, without helmets
The Land Transportation Office (LTO) has issued a show cause order (SCO) against a motorcycle driver and passenger caught on CCTV without a helmet and involved in a road rage incident in Caloocan City.
In the CCTV footage posted by LTO, both the motorcycle driver and the backrider were not wearing helmets when they passed in front of a car that was about to park.
They returned to the area, then the driver got off and approached the car. He then could be seen kicking the car and hitting the side mirror and other parts.
With this incident the LTO, under the directive of Asst. Secretary Markus V. Lacanilao, ordered the registered owner and the rider to appear before the Intelligence and Investigation Division (IID) at the scheduled hearing.
They were also instructed to submit sworn statements to explain their side of the violations specified in the SCO, including Reckless Driving and Mandatory Use of Motorcycle Helmets, as well as why the rider's driver's license should not be suspended or revoked for being an Improper Person to Operate a Motor Vehicle.
Meanwhile, the rider's driver's license was placed under a 90-day preventive suspension and he was ordered to immediately surrender it to the IID office.
The motorcycle was also placed on alarm status while the LTO's corresponding process and investigation continues.
“Hindi natin maaaring gawing normal ang ganitong asal sa lansangan. Ang bawat motorista ay may responsibilidad na panatilihin ang disiplina at respeto sa kapwa road user," said Lacanilao in a statement.

"Kapag may paglabag na maaaring magdulot ng panganib o makompromiso ang kaligtasan sa kalsada, kikilos ang LTO at pananagutin ang mapatutunayang lumabag,” he added.
