Malacañang has declared November 16 to 18 special non-working days in the National Capital Region in connection with the country's hosting of the ASEAN and related summits.
Acting Executive Secretary Ralph Recto said the move was to alleviate vehicular traffic and for the host to ensure the safety and security of the participants in the summits.
