Sara Duterte's 2025 SALN did not have entry of P6-M Matina property —Escudero

Vice President Sara Duterte’s 2025 Statement of Assets, Liabilities and Net Worth (SALN) which she filed jointly with her husband Mans Carpio did not contain the P6 million property acquired by her husband in July 2024.

Escudero made the statement in connection with the P6 million 379-square-meter property in Matina, Davao City that Carpio acquired on July 2, 2024 as testified by Atty. Kathy Florence Baldonado Davao City Register of Deeds IV.

“The SALNs of the Vice President were proven to be authentic by the witness of the panel of prosecutors, the SALNs were marked by both parties [as evidence] and duly sworn to by the Vice President. Thus far, there is no evidence to show that the Vice President or the respondent has denied or is denying the SALN on record, not only before the Office of the Ombudsman but also before this Court,” Escudero said.

“The presiding officer has looked in the SALN of the Vice President and does not find this particular property as one of real properties declared because we checked it against all of the declarations of the Vice President,” Escudero added.

Escudero, however, clarified that SALN declaration has "limits."

“The problem is the SALN does not require the actual area to be stated. It only makes mention of the area, sometimes it is even redacted. The earlier statement of the chair that it did not find this property exactly is because there is no one-to-one correspondence between what was stated in the TCT and the Deed of Sale,” Escudero said, referring Transfer Certificate of Title.

“But the areas are too generic to identify and find out,” Escudero added.

Baldonado later said that the P6 million property was not the Vice President’s 2025 SALN during the questioning of Escudero.

“Base po rito sa record na hawak ko (2024 Deed of Sale), Your Honor, wala pong nagmatch sa presyo, sa lugar at mode of acquisition,” Baldonado said.

Later in the hearing, Acting Samal Register of Deeds Atty. Marcio Pineda testified that Atty. Carpio, married to Vice President Sara Duterte, is the owner of a property in the Island Garden City of Samal, which was purchased for P3.4 million in 2018, as reflected in the 2018 Deed of Absolute Sale.

Asked by the House prosecutor Flores if the said details stated in the 2018 Deed of Absolute Sale was found in the Vice President’s Duterte’s 2019 SALN based on the acquisition year, location and value, Pineda said there were none.

“Nothing matches the land described in the Deed of Absolute Sale dated 2018, Sir,” Pineda said.

The prosecution is presenting evidence for Article 2 of the impeachment case against the Vice President alleging unexplained wealth due to alleged failure to truthfully disclose assets in her SALN and failure to divest in businesses as required for the President and Vice President under a Constitutional provision. —VAL, GMA News
