While it remained mum on his replacement, Malacañang on Sunday lauded Armed Forces of the Philippines chief of staff Gen. Eduardo Oban Jr. on the eve of his “retirement” for his commitment to accountability and transparency.   Presidential spokesman Edwin Lacierda said one of Oban’s biggest contributions was to push through with reforms in the AFP.   “One of the biggest contributions of Gen. Oban has been he was able to push through with reforms in the AFP, especially in the use of their budget, [and] his emphasis was consistent with the president’s line of accountability and transparency,” Lacierda said on government-run dzRB radio.   He also said Oban has been very accessible, and has been cooperative in the field of human rights.   While Oban is due to formally retire on Tuesday, Dec. 13, the change of command at the AFP is scheduled for Monday, Dec. 12. Oban, a member of the Philippine Military Academy Class of 1979, was appointed by President Benigno Aquino III to the post on March 6, 2011   The AFP said Oban has opted for a simple ceremony for his retirement.   Meanwhile, the Palace remained mum as of Sunday noon on who will replace Oban.   "The President will be announcing during the turnover. I have not been given clearance to make the announcement yet. So let’s wait for the announcement. The person, I’m sure has already been informed of the assumption as chief ofataff but insofar as announcing it, si Pangulong Aquino na ang mag-a-announce,” Lacierda said. He said President Aquino's instructions to the incoming AFP chief will also be revealed when he delivers his speech during the turnover ceremony. Among the contenders are Lt. General Anthony Alcantara, Navy Falg Office rin Command Vic Admiral Alexander Pama, Western Command head Lt. General Reynaldo Ferrer and Northern Luzon Command chief Lt. General Jesse Dellosa.   — KBK, GMA News
