Canada cautions nationals on Nazarene feast, warns vs terrorist threat
Canada advised its nationals in the Philippines Wednesday (Manila time) to exercise caution during the Feast of the Black Nazarene on Wednesday, even as it reminded them to be careful about what it called an ongoing terrorist threat to westerners and western interests. In its travel advice updated on Jan. 8, the Canadian government advised its nationals in the Philippines to "exercise a high degree of caution." "On January 9, 2013, millions of people are expected to gather in Manila for the annual procession of the Black Nazarene. Exercise caution and expect traffic delays," it said. The devotees were expected to take part in the procession to Quiapo Church on Wednesday. The procession, which disrupts traffic in parts of Manila, highlights the yearly Feast of the Black Nazarene. On the other hand, Canada reminded its nationals to exercise caution against possible terrorist threats. "There is no nationwide advisory in effect for the Philippines. However, you should exercise a high degree of caution due to an ongoing terrorist threat to Westerners and Western interests," it said. Regional advisory Canada also maintained its regional advisory for the Autonomous Region of Muslim Mindanao and its vicinity. Foreign Affairs and International Trade Canada advised against all travel to the ARMM, including Basilan, Sulu, Tawi Tawi, Lanao del Sur, Maguindanao and Sharif Kabunsuan, as well as to the Zamboanga Peninsula, Zamboanga del Sur, Sarangani, Lanao del Norte, Davao del Sur excluding urban areas of Davao City. It also said a state of emergency had been declared in Cotabato City and the provinces of Maguindanao and Sultan Kudarat in November 2009 due to election-related violence, referring to the Maguindanao massacre. "The state of emergency remains in effect," it said. "Review your security situation and take appropriate precautions if you are visiting or living in this region, particularly when visiting places frequented by foreigners, such as resorts," it added. Terrorism threat Canada said the threat of terrorist activities exists, particularly in Mindanao. It added westerners and western interests could be targeted. "Bomb attacks could occur at any time in Manila and other key cities, and could target places frequented by foreigners. Bombs have exploded on public transportation, at airports and port facilities, and in shopping malls, convention centers, places of worship and other public areas. Further explosions are possible anywhere in the country," it said. "Expect to be subject to frequent security checks at public and private facilities, including shopping malls and public transportation stations," it added.
