Gorio dumps rain on NCR, changes course, moves away from western Luzon

(Updated 6:55 a.m.) Tropical Storm Gorio (Rumbia) dumped rain on Metro Manila before dawn Sunday, causing floods in some parts of the metropolis.
PAGASA said in its storm bulletin issued at 5;00 a.m. Sunday that Gorio has changed course and is moving in a more westerly track straight out into the West Philippine Sea instead of being a bit northwesterly, which would have put the storm along a path closer to the western seaboard of Luzon.

In a tweet, PAGASA said Gorio was 100 kms. south of Subic, Zambales as of 6:00 a.m. Sunday.

Very wet Sunday in NCR
Earlier at 4:00 a.m. state weather forecasters issued a yellow rainfall advisory, warning of moderate to heavy rain over Metro Manila up to 7 a.m.
PAGASA said Gorio may move closest to Metro Manila between 4 to 6 a.m.
"Mga 4 to 6 a.m. inaasahan natin by that time maapektuhan tayo ng pag-ulan (By 4 to 6 a.m. we expect rain to hit Metro Manila)," PAGASA forecaster Glaiza Escollar said on dzBB radio.
But she said their models show Gorio is not likely to directly hit Metro Manila.
While PAGASA said flooding "is expected to subside," it reminded residents to monitor the weather condition.
The Metropolitan Manila Development Authority said floods were reported at 1:10 a.m. at Barangay Pio del Pilar in Makati City. It said P. Medina was not passable to light vehicles.
As of 1:05 a.m., it also reported floods in Barangay San Antonio in Mayapis and Caong Streets (2-3 inches), though the streets were still passable.
At least 26 areas including Metro Manila were placed under storm signals as Tropical Storm Gorio (Rumbia) was in the vicinity of Batangas early Sunday, state weather forecasters said.
PAGASA said its models still indicate Gorio may exit the Philippine area of responsibility by early Monday, radio dZBB's Allan Gatus reported.
Churns across Batangas
As of 4 a.m., Gorio was estimated at the vicinity of Batangas, with maximum sustained winds of 65 kph near the center and gustiness of up to 80 kph.
It said Gorio was moving west-northwest at 26 kph and may be 500 km northwest of Subic, Zambales and out of the Philippine area of responsibility by Monday.

Marikina River under close watch
Rescue teams in Marikina City kept close watch over Marikina River early Sunday amid threats of heavy rain from Tropical Storm Gorio (Rumbia).
The city's Rescue 161 said the river's water level was at 13.5 meters as of 4:35 a.m., radio dzBB's Glen Juego reported.
While the 13.5 meters was considered "normal," Rescue 161 said it will continue to monitor the river's water levels.
Meanwhile, as of 4:30 a.m., the dzBB report said moderate to heavy rain was noted over Rizal province, but the provincial disaster risk reduction and management council reported no untoward incident.
Homeless along Roxas Blvd take shelter in pushcarts
For homeless residents living near Manila Bay along Roxas Boulevard, karitons (pushcarts) served as temporary shelters from the wrath of Gorio.
The karitons served as makeshift kubols (huts) for the residents amid strong winds and heavy rain from Gorio, radio dzBB's Cecilia Villarosa reported.
Sunday outlook
PAGASA's 5 a.m. bulletin also said Calabarzon, Central Luzon and Pangasinan, Marinduque, Mindoro and Lubang Island will have stormy weather.
Bicol region and La Union, Nueva Ecija, Nueva Vizcaya, Benguet, Romblon provinces, and Coron and Calamian Islands will experience rains with gusty winds and the coastal waters will be moderate to rough.
Palawan, Western and Central Visayas and Zamboanga Peninsula will be cloudy with light to moderate rain showers and thunderstorms, it added.
The rest of Visayas and of Mindanao will be partly cloudy with isolated rain showers or thunderstorms, PAGASA said.
Also, it said moderate to strong winds from the southwest to south will prevail over Southern Luzon and Visayas and coming from the southeast over the rest of Luzon with moderate to rough seas.
Light to moderate winds coming from the southwest will prevail over Mindanao and its coastal waters will be slight to moderate.
Bicol evacuations
Meanwhile, authorities in Albay province in Bicol had evacuated nearly 12,000 residents from their homes.
The National Disaster Risk Reduction and Management Council said Sunday these included residents in Santo Domingo, Libon, Oas, Pio Duran and Jovellar towns.
In its Sunday update, the NDRRMC said 2,309 families or 11,691 people in Albay were evacuated to centers and safe holding areas.
As of 6 p.m. Saturday, the NDRRMC also said at least 10,307 passengers were stranded, along with 87 vessels, 1,086 rolling cargoes and 30 motor bancas.

For its part, the Department of Social Welfare and Development prepositioned P137.78 million in emergency relief resources.
These included P4.89 million in standby funds, 39,959 family food packs worth P10.12 million, food items worth P39.75 million, and non-food items worth P83.5 million.
Meanwhile, the Department of Interior and Local government in Metro Manila went on 24/7 alert and required Internet-enabled barangays to submit flood monitor reports.

Ship runs aground in Albay
A Vietnamese vessel ran aground off Legazpi City in Albay Saturday amid heavy rain and big waves from Gorio, a radio report said Sunday.
Bombo Radyo cited information from the Philippine Coast Guard indicating the MV Minh Tuan 68 was pushed from Legazpi Port to a shallow part of Barangay San Roque.
The Vietnamese vessel was docked at Legazpi Port at the time, the report said.
This prompted the Coast Guard to conduct search and rescue operations for at least five crewmembers of the vessel.
There was no initial report of injuries.
Also, the Coast Guard warned residents not to get near the vessel due to the risk of storm surge.
Bad weather conditions from Gorio had hit parts of Luzon, including Bicol and Southern Tagalog, even as Gorio was expected to get near Metro Manila early Sunday.
Power cut-off
Gorio also caused power outages in Marinduque and Romblon provinces and stranded more than 1,600 passengers in the region, the Office of Civil Defense said Sunday.
OCD Region 4B head Eugene Cabrera said that as of early Sunday, initial reports reaching him showed Gorio has had "no significant effect" on the area yet.
"Hindi pa masyadong malaki, wala pang significant effect ang Gorio sa ating area (So far, Gorio has not had any significant effect on our region)," he said in an interview on dzBB radio.
But he said sea travel has been suspended especially in areas under Storm Signal No. 2.
He also said at least 1,600 passengers were stranded in the region's nine seaports.
Also, he said power interruption was reported in Marinduque province and one town in Romblon. — ELR, GMA News
