Janet Lim-Napoles secured at Makati City Jail but kept away from other detainees

(Updated 2:00 a.m. - August 30, 2013) Heeding an order of the Makati regional trial court, the Aquino administration has transferred accused kidnapper and alleged pork barrel scam operator Janet Lim-Napoles to the Makati City Jail and kept her separate from the general prison population.

Current occupants of the jail are 103 women detainees and 400 plus male detainees, according to Department of Interior and Local Governments (DILG) Secretary Mar Roxas.

Roxas added that Napoles will be kept separate from the other detainees in order not to disrupt normal jail operations. He described the new detention room of Napoles as an air-conditioned office, furnished with a desk and couch.

Napoles will not be given access to a telephone, except in the presence of her lawyer, said Roxas.

The accused trader was transferred to the jail shortly after 11 o'clock in the evening Thursday in a heavily-armed security convoy with emergency medical equipment.

Arriving at the jail at about 11:21 p.m., Napoles, wearing a bullet-proof vest, handcuffed and surrounded by battle-dressed police officers, was immediately rushed through the jail's gates upon alighting from the PNP bus that took her to Makati.

Waiting for Napoles' arrival at the Makati City Jail were Roxas, Presidential Spokesperson Edwin Lacierda, and Deputy Presidential Spokesperson Abigail Valte.

Napoles was arrested on the strength of a court warrant from the Makati RTC where a criminal case of serious illegal detention against her is pending. The case stems from kidnapping accusations of Benhur Luy, a former employee of Napoles and tagged in the media as a whistleblower in the pork barrel scam.

City university overlooks jail

The Makati City Jail compound is beside the University of Makati campus along the Pasig River.

Before the transfer of Napoles from Camp Crame, Secretary Roxas inspected the jail and the section where Napoles was later detained.

A multi-storey building of the UMak stands tall on the rear eastern side of the compound. This building overlooks the whole compound.

On the left and right sides of the compound are rows of closely-packed houses. The front side of the jail is bordered by Lawton Avenue while a short distance away is the main road of the J.P. Rizal Avenue extension that runs parallel to the Pasig River.
