House OKs bill granting students a 20% fare discount in all public transport


The 20 percent student fare discount may soon apply to airplanes and ferries, and not just in jeepneys and buses, after the House of Representatives approved on third and final reading House Bill 5068 which provides the discount on all kinds of public transportation.

Under the bill, students aged 30 years old and below only need to present their school-issued identification card or current validated enrollment form supported by any document establishing their identity to avail themselves of the fare discount.

The 20 percent discount is applicable to regular domestic fares for all kinds of public transportation utilities over land, sea and air, including the Light Rail Transit (LRT) system and the Manila Metro Rail Transit (MRT) system. The discount privilege, however, may only be availed of by the student during schooldays, based on the actual date of travel.

Students who are refused the fare discount privilege may file their complaints with the Land Transportation Franchising and Regulatory Board (LTFRB), the Maritime Industry Authority (MARINA), the Civil Aeronautics Board (CAB), or the Department of Transportation and Communications for the LRT and MRT.

The measure provides that the driver of a land public transportation vehicle who refuses or fails to grant the student fare discount privilege will be penalized with the suspension of his or her driver’s license for one month for the first offense; two months for the second offense and three months for the third offense plus a fine of P1,000 for each subsequent offense.

The owner or operator of the land transportation utility shall also be held liable with the conductor and fined P1,000 for every offense or violation.

In addition, HB 5068 states that the owner or operator of the water or air public transportation utility will be held liable along with the employee or agent and fined P5,000 for the first offense; P10,000 for the second offense, P20,000 for the third offense, and additional increments of P10,000 on top of the fine for the third offense for each subsequent offense.

The measure also imposes a fine of P1,000 for the operator of the rail public transportation utility for the first offense who fails to provide or honor the student discount; P5,000 for the second offense; P10,000 for the third offense and additional increments of P5,000 for each subsequent offense.
