The clash in Mamasapano, Maguindanao on Jan. 25 between elite policemen and the Moro Islamic Liberation Front was proof of the MILF’s insincerity in the pursuit of the Bangsamoro Basic Law, Senator JV Ejercito said Monday at a forum.
“Hindi naman ako sarado (sa Bangsamoro Basic Law), pero may mga bagay akong gustong makita para ma-prove na sincere ang MILF,” he said during the Kapihan sa Diamond Hotel.
Last week, in Mamasapano, Maguindanao, 44 members of the Philippine National Police-Special Action Force were killed in an encounter with the Moro Islamic Liberation Front and its splinter group, the Bangsamoro Islamic Freedom Fighters. Another 12 police officers were injured.

Ejercito said the fact that the MILF provided shelter for international terrorists was proof of their "bad faith" and that they needed to prove their sincerity for the peace process by surrendering the individuals involved in the clash. Ejercito also further explained that while he had some misgivings about the constitutionality of the BBL, he had supported it initially in a show of good faith and a step towards peace.
However, in the aftermath of the Mamasapano clash, Ejercito withdrew as co-author of the BBL, following the steps of Senator Alan Cayetano.
Cayetano had said that the incident in Mamasapano was an example of the MILF’s lack of commitment to the peace process.
Ejercito also confirmed during the press conference that other senators have also become less-inclined to support the BBL.

Harboring enemies of the state
The PNP-SAF undertook the operation to serve warrants of arrest against Jemaah Islamiyah member Zulkifli Bin Hir (alias Marwan) who is Malaysian, and Filipino bomb maker and Abu Sayyaf member Abdul Bassit Usman.
“Why are (the MILF) harboring enemies of the state?” Ejercito asked.
The fact that Marwan and Usman were with the MILF and BIFF shows “bad faith,” Ejercito said.
According to the senator, before the peace talks can proceed, the MILF needs to do something to prove their sincerity and dedication to the pursuit of peace, such as surrendering the members involved in the Mamasapano clash.
