WATCH: Espina's emotional farewell speech at PNP turnover ceremony

Outgoing Philippine National Police OIC Leonardo Espina was feted on Thursday at the Change of Command Ceremony, which doubled as his retirement honors. The Police Deputy Director General couldn't help but turn emotional in his farewell speech after 38 years in the service.  “It truly pains me to think that I wouldn't be seeing you anymore,” he told his colleagues, his voice cracking.
