Triforce exec: Nancy Binay’s bro-in-law no longer controls Makati’s security contractor




An official of a security contractor for Makati City has come forward to deny that his company received any favors in securing contracts from the local government.

“We are non-political. We’re a straight business. We deal with real problems with real people,” said Jack Roxas, general manager of Triforce Security Services Inc.

Roxas said he bought the company from Jose Emmanuel Angeles in 2007.  

“A friend of mine, Manny (Emmanuel) Angeles, he found out that I have a manpower company and thought that I might be interested in his company, in purchasing it,” Roxas said.

Roxas said that Angeles no longer had any influence on Triforce’s operations and management when he took over.

Roxas was reacting to the report of GMA News Research about Triforce’s P12.7 million contract in Makati City in 2006, when Senator Nancy Binay’s brother-in-law, Jose Emmanuel Angeles, was the company’s listed president and owner.

Jose Emmanuel is the brother of Jose Benjamin Angeles, the husband of Sen. Binay.

Vice President Jejomar Binay, the senator's father, was the mayor of Makati in 2006.

Roxas admitted that he knew Triforce had an existing contract with Makati when he acquired it in 2007.

“What came along with the purchase is the contract with Makati, along with several other private companies... That’s part of the internal audit that we did," he said. "Of course if you want to buy a company, we want to see if it’s feasible or not.”

Roxas was Triforce’s president from 2007 to 2011 according to company papers submitted at the Securities and Exchange Commission (SEC).

His cousin Carmela Roxas has been the president of Triforce since 2012.

Triforce is now on a monthly renewal basis for their contracts in Makati City since the start of the year.

Documents obtained by GMA News Research show that Triforce won Php 126.95 million worth of contracts for security services for Makati City in 2013 and 2014.

Roxas said that their contracts were extended monthly after its expiration last December. However, the company has yet to receive any payment since April.

“We are caught between two mayors, and we highly respect both of them,” he said.

After the suspension of Makati Mayor Jejomar Erwin Binay Jr. in July, he was replaced by now acting Mayor Romulo Pena. -NB, GMA News
