Davao City Mayor and presidential candidate Rodrigo Duterte topped the Social Weather Stations November 2015 nationwide survey on voter preferences.

The survey titled "Project ROD 11-15" was conducted on Nov. 26-28, 2015 among 1,200 respondents.

Question No. 5 of the survey read: "Ibang listahan naman po ang gamitin natin. Kasama dito si Rodrigo Duterte bilang isang substitute candidate. Sa mga sumusunod na pangalan sa listahang ito, sino po ang malamang ninyong iboboto bilang PRESIDENTE NG PILIPINAS, kung ang eleksyon ay gaganapin ngayon?"

Duterte got 38 percent in the survey, followed by Vice President Jejomar Binay and Senator Grace Poe, who were both tied at 21 percent.

Administration bet Mar Roxas garnered 15 percent, while Senator Miriam Defensor Santiago got 4 percent.

One percent of respondents were undecided.

The survey was commissioned by Mr. William J. Lima, SWS said.

A GMA News To Go report said Lima is a businessman and believed to be a friend of Duterte.

Error margin is ±3 percent.

4th question

Jay Sandoval, director for Data Processing and Sampling of the SWS, said that the fourth question of the survey was also related to the presidential elections.

Sandoval added that the fifth question was a follow-up to question No. 4.

Lima, however, did not authorize SWS to release the survey question.

The SWS official told GMA News that the client has the right keep the question from the public for three years.

Sandoval also said that the survey's name was a random code assigned to the project, and it had no special meaning.

By area and economic class

Duterte scored highest in Mindanao, garnering 50 percent of the survey results.

Binay got 18 percent in Mindanao; Poe, 13 percent; Roxas, 16 percent; and Santiago, 2 percent.

In the National Capital Region, Duterte got 48 percent. He was followed by Poe, 22 percent; Binay, 18 percent; Roxas, 7 percent; Santiago, 3 percent; while 1 percent were undecided.

In Luzon, it was Poe who led the pack at 28 percent. She was followed by Binay, 27 percent; Duterte, 26 percent; Roxas, 14 percent; Santiago, 5 percent; with one percent undecided.

In Visayas, meanwhile, Duterte again led the results, with 44 percent. Roxas was next at 20 percent, followed by Poe, 16 percent; Binay, 14 percent; Santiago, 5 percent, with 2 percent undecided.

Meanwhile, the camps of Roxas and Poe said that the results of a survey depend on the prevailing sentiments of the public at the time it was conducted.

Chiz leads VP survey

For preferences for vice president, Sen. Francis "Chiz" Escudero led the survey with 30 percent.

Escudero is Poe's running mate.

Escudero was followed Sen. Ferdinand "Bongbong" Marcos Jr. with 24 percent, Sen. Alan Peter Cayetano with 21 percent, Camarines Sur Rep. Leni Robredo with 12 percent, Sen. Gringo Honasan with 6 percent and Sen. Antonio Trillanes IV with 5 percent.

Cayetano is the running mate of Duterte while Robredo and Honasan are running mates of Roxas and Binay, respectively.

One percent of the respondents were undecided.

Still ‘anybody’s ball game’

Duterte may have topped the survey because of his then-recently announced candidacy for president, said a senior specialist from the poll firm on Monday.

In an interview on GMA’s News to Go, SWS Senior Survey Research and Communication Specialist Leo Laroza said, “Nahuhuli [ng survey] 'yung mga kaganapan na nakapaligid sa mga balita tungkol sa kandidatura ni Mayor Rodrigo Duterte.”

Duterte filed his certificate of candidacy on November 27, the second day the survey was conducted.

Laroza also said that as of now, the competition for the presidency is still “anybody’s ball game” and that a lot of things can still happen that could affect the public’s preferences before the actual elections.

Touching on the issue of Poe’s disqualification case, Laroza said they cannot say if it affected Poe’s performance in the current survey though it might affect subsequent ones.
