PNP chief cancels Garins’ privilege to own, possess firearms after mauling a cop
Philippine National Police (PNP) chief Director General Oscar Albayalde on Thursday canceled the licenses of Iloilo Representative Richard Garin and his father Mayor Oscar Garin to own and possess firearms after the two allegedly mauled a cop at gunpoint.
"Effective today, I have ordered the cancellation of all Permits to Carry Firearms outside of Residence (PTCFOR) and License to Own and Possess Firearms (LTOPF) issued by the PNP in favor of Iloilo 1st District Rep. Richard Garin and incumbent Mayor Oscar Garin of Guimbal, Iloilo as an administrative action to their involvement in a criminal case involving the use of firearms," Albayalde said in a statement.
The PNP chief cited Section 39 of the Republic Act 10591 or Comprehensive Firearms and Ammunition Regulation Act, explaining that a firearms license or permit may be revoked, canceled, or suspended on the grounds of a commission of a crime or offense involving firearms.
All the registered firearms of the two incumbent politicians will be confiscated by the PNP after they supposedly disarmed, handcuffed, slapped, and spat on Police Officer 3 Federico Macaya Jr. outside the Municipal Hall of Guimbal, Iloilo on Wednesday.
Further, Albayalde said that he will endorse to the National Police Commission the withdrawal of the deputation of Mayor Oscar Garin to exercise supervision and control over the local police of Guimbal town, as earlier recommended by the Western Visayas Police.
The Garins will face a criminal complaint to be filed by Macaya for physical injuries, assault upon a person in authority, alarm and scandal, grave coercion and grave threats.
"I cannot in conscience let this abuse and oppression pass without justice. I am directing the PNP Legal Service to provide legal assistance to PO3 Macaya in his complaint and possible counter charges by the respondents," Albayalde said.
