Garins accused of mauling cop yet to surrender all firearms
Iloilo Representative Richard Garin and his father, Guimbal, Iloilo Mayor Oscar Garin—who are facing charges for mauling a policeman—have yet to surrender all their firearms to authorities.
According to a report by Sevein Hope Gegantoca over Super Radyo dzBB, only nine of Richard’s 11 guns have been surrendered since he is in Manila and in possession of two other firearms.
The same dzBB report said that Oscar’s three out of eight guns are also yet to be accounted for.

In a separate interview, Philippine National Police (PNP) chief Director General Oscar Albayalde assured the public that the Garins will be stripped off their firearms pending the 11 criminal and administrative charges filed against them in connection with their alleged mauling of Police Officer 3 Federico Macaya who is assigned at the Guimbal Municipal Police Station.
Macaya was allegedly summoned by the Garins for undisclosed reasons en route to disarming and putting handcuffs on Macaya at gunpoint.
“We have already informed them yesterday for them to surrender all their registered firearms. As of yesterday, binigyan na natin sila ng notice na kanselado na lahat ng kanilang mga licensed firearms,” Albayalde said.
Albayalde also disclosed that the Garins also have expired licenses for their firearms.
“Kung hindi nila isusurrender ‘yan [mga baril] they can be subjected to [a] search warrant,” Albayalde added.
Albayalde earlier ordered the pullout of police escorts of the Garins as a result of the incident.
Under Section 39 of the Comprehensive Firearms and Ammunition Regulation law, a firearms license or permit “may be revoked, canceled, or suspended on the grounds of a commission of a crime or offense involving firearms.”
