Complainant Michele Sapangila said she gave P4.5 million to LTFRB executive director Samuel Jardin through a certain Madame Lolit, who served as a middleperson, on March 27.
The money, Sapangila claimed, served as an exchange for the issuance of her Route Measured Capacity (RMC) certificate, which is usually a requirement for transport franchises.
The complainant said that Madame Lolit told her that P1.5 million of the amount would be given to LTFRB Chairperson Martin Delgra III.
Sapangila also said that she saw Jardin receive her black bag containing P4.5 million from Madame Lolit in his office.
Sapangila also claimed that she gave P100,000 to Jardin through Madame Lolit before the P4.5 million, and that Madame Lolit told her in a text message the next day that the given money was not enough and even asked her to give her wedding ring.
Sapangila filed a complaint before the Department of Transportation (DOTr).
Due to this, DOTR Secretary Arthur Tugade slapped Jardin with 90-day suspension, the report said. — Joviland Rita/BM, GMA News
