PNP formally assumes jurisdiction over NPTI


The National Police Training Institute (NPTI) was formally turned over from the Philippine Public Safety College (PPSC) to the Philippine National Police (PNP) on Monday.

PNP chief Police General Oscar Albayalde graced the turnover ceremony at Camp Vicente Lim in Calamba, Laguna. He said the PNP would have "full administrative, operational supervision and control" over NPTI as well as its 18 regional training centers.

"With the PNP now in-charge of the training, candidate patrolmen and active duty personnel undergoing mandatory in-service training will be able to learn skills and knowledge from a competent corps of instructors and professors coming from the ranks of active and retired PNP personnel," Albayalde said in his speech.

"This training capacity will allow the PNP to effectively cope with the annual NAPOLCOM-authorized quota of 10,000 recruits into the police force to replenish the ranks of personnel separated due to retirement and attrition," he added.

Albayalde said the training capacity clearly defines accountability in the police force.

"When something goes wrong involving an active member of the PNP, we can no longer pinpoint any blame on inadequate or poor training rather charge ourselves with the responsibility of how these errant personnel managed to pass through rigid training," he said.

Albayalde vowed that the NPTI, which trains non-commissioned officers, would ensure that it will only produce "ideal police officers" or those who have the moral fiber not to engage in illegal acts.

In May, President Rodrigo Duterte inked a law transferring the supervision of the NPTI and the Philippine National Police Academy (PNPA) to the PNP.

Last week, the turnover ceremony for the PNPA was held in Silang, Cavite. — RSJ, GMA News
