PNP-IAS uses automated system to avoid 'folder-for-sale' scheme

Philippine National Police-Internal Affairs Service is using an automated system for handling complaints against police officers with derogatory records to stop the irregular "folder-for-sale" practice, the PNP-IAS chief said Sunday.
Chief Inspector General Atty. Alfegar Triambulo disclosed that before his term, some people in the IAS get paid to misplace folders containing cases against rogue cops.
"Para masigurado ang zero backlog may isang programa, aided by CMIS (content management interoperability services), kung saan papasok ang record (We can ensure zero backlogs through our program, aided by CMIS, where records can be stored)," Triambulo, who took the post in 2016, told Dobol B TV.
"Dati may practice na folder-for-sale. Kapag may kaso yung folder, ibabalik doon sa respondent at nawawala kasi binabayaran (In folder-for-sale sceme, a case file is returned to the respondent, then it goes missing after an amount is paid)," he added.
Triambulo also explained that their CMIS is a system wherein the supervisor can track if a complaint against an errant cop is being delayed.
Shortened disposition of cases
To ensure speedy resolution of cases against erring cops, the PNP-IAS processing of cases was shortened from one year or six months to 30 days.
Triambulo also highlighted that corruption or the padrino system can be eradicated through the speedy disposition of cases.
"Nandiyan po yun papasok ang corruption kaya yung mga dapat sibakin dahil sa delay mayroon silang pagkakataon na humawak ng padrino or maglagay para 'di sila matagal sa serbisyo. Minamadali namin ngayon," he pointed out.
[Corruption comes in if disposition of a case is delayed. If a cop's case gets delayed, the respondent will have a chance to tap a padrino, or make under-the-table arrangements. We are fast tracking these cases right now.]
Over 700 members of PNP-IAS are overseeing cases of the 220,000 members of PNP, Triambulo said. Of the number, the majority are only doing "clerical" or office work.
Earlier, PNP chief Police General Guillermo Eleazar said he will wipe out the padrino system among police personnel through a Quick Response Code to choose only the best candidates for the police force. —LBG, GMA News
